Question by theNakedEye: Does my “HIPAA” health care notice serve as a “waiver” of sorts for a pre-existing condition?
I have just lost my COBRA health insurance coverage. As a part of the process of loosing my health care, a standard HIPAA form was recently sent to me. I am confused as to the purpose of this notice.

I have a pre-existing health condition; when I attempt to apply for new private health insurance, could the fact of the existence of this form enable a new insurer to take me in despite the problem, whereas without this form I would not be covered for this pre-existing condition?

I have less than 63 days (for some reason) to use this notice. Can someone please explain what this HIPAA notice is used for, and am I correct in concluding this might help me find insurance despite the condition?
